City of Ashland Comprehensive Plan 2020 - The Ashland Comprehensive Plan is a guide for the development, revitalization, and preservation of the City of Ashland. It is a reflection of public and governmental input, local policy desires, and Kentucky statutes. The Comprehensive Plan is used by the Ashland Planning Commission and the City of Ashland as its blueprint for the future. It is a living, breathing document that allows Ashland to know where we are headed and how we will get there - this plan is one of our keys to success.
Feasibility Study 12/09/2022 - an in-depth analysis that evaluates the viability of developing and operating a conference center in Ashland, KY. It examines the potential demand, financial sustainability, and operational requirements to determine whether the project is practical and likely to succeed.
Conference Center RFI (Request for Information) 08/25/2023 - The City of Ashland, Kentucky is issuing this Request for Information (“RFI”) to solicit feedback and creative ideas from innovative and capable teams on how to deliver a conference center and parking facility (the “Project”) as a public-private partnership (“P3”). Ashland recently completed a feasibility study (“Feasibility Study”) that determined there is a strong demand for a downtown conference center and that the Project’s operations would be financially viable. In addition to the Conference Center P3, Ashland is open to exploring a Private Partner assuming responsibility for the City’s parking system and event space operations. Ashland is now seeking developer, investor, and operator interest in and feedback on the Project, to include the best uses of the conference center facility to meet the City’s needs while generating maximum revenue to support the Project. Interested parties are invited to submit written information as well as schedule one-on-one meetings with the City to provide verbal feedback.
Conference Center RFP (Request for Proposals) 10/03/2023 - A public request for proposals to enter into a public-private partnership (“P3”) agreement (“P3 Agreement”) to (A) design, build, finance, operate, and/or maintain (“DBFOM”) a conference center and parking facility (the “Conference Center”), (B) operate, maintain, and potentially further develop the City’s entire parking system (“Parking System”), and/or (C) manage the City’s event spaces, and (D) other innovative proposals that further its Objectives (collectively, the “Project”). While Ashland prefers a comprehensive DBFOM Proposal for the Conference Center, Respondents (“Respondents” or “Private Partners”) may submit Proposals to some or all of the DBFOM components, such as DBF or DBOM. Respondents may submit multiple types of Proposals and alternative Proposals.

Original Project Proposal 11/09/2023 - officially selected and approved response to a Request for Proposal (RFP) for the development, design, construction, or management of the City of Ashland’s conference center. The document that proposes the agreed-upon scope of work, budget, timeline, and responsibilities between the contracting entity and the selected firm or vendor.

Downtown Ashland Transportation/Fesibility Study - The Downtown Ashland Transportation Feasibility Study (Item No. 9‐408.00)was initiated by the Kentucky Transportation Cabinet (KYTC) and the Kentucky‐Ohio‐West Virginia Interstate Planning Commission (KYOVA) to review Winchester Avenue (US 60/ US 23X) and Greenup Avenue (US 23) in downtown
Ashland (see figure ES1). The study examined the feasibility of reducing the number of through lanes along Winchester
Avenue between 13th Street and 18th Street. The reduction of lanes will provide additional width to convert the existing
parallel parking configuration to angled parking spaces, improve safety at pedestrian crossings, and improve safety for left‐turning vehicles. Additionally, the project would provide multimodal facilities and enhance walkability through the project corridor. This study was conducted in March 2021 and includes an analysis of parking in Downtown Ashland.
